Joan H. Alliger
“For outstanding contributions in the field of quality cost principles and implementation practices via seminars, papers, and ASQ committee publications spanning more than 20 years; and for extensive leadership positions within the Rochester Section and the Quality Management Division.”
Joan Alliger is an officer of the ASQ Quality Management Division Council and on the Scholarship Committee of the Rochester Section, ASQ. She also served as chair for the ASQ Rochester Section and the ASQ/QMD Quality Cost Committee, receiving the ASQ Quality Press Golden Quill award as a contributor to the Principles of Quality Costs, third edition.

Glenn W. Bodinson

Glenn Bodinson founded BaldrigeCoach, a private consulting practice, in 1989. Its mission is to help make organizations more productive and profitable — as well as fun places to work—by harnessing the power of performance excellence. BaldrigeCoach’s accomplishments include coaching 11 companies that received the Baldrige Award and 15 that received state quality awards.
Bodinson has served on the Malcolm Baldrige National Quality Award Board as an examiner (1992-'93), as well as a Texas Quality Award judge (1994-'99), as a Shingo Prize examiner, and as an ASQ International Team Excellence Award judge.
Bodinson is a Six Sigma Black Belt, Certified Quality Engineer, Certified Quality Auditor, and Certified Quality Manager. Roderick T. Bothwell
For outstanding quality process contributions in high technology electronics, and telecommunications products in manufacturing, hardware design, and quality.
Rod Bothwell joined Motorola’s manufacturing operations in 1967 but, by the end of the decade, had moved over to make quality a profession. Bothwell participated in the Six Sigma’s introduction and growth at Motorola and is also knowledgeable in TL 9000 and auditing.
Harold Floyd Brubaker
“For significant contributions in the education and implementation of quality methodologies in the casting industry; for dedication to the Society through service and leadership in the Automotive Division and other ASQ programs and activities.”
Harold Brubaker works for General Motors Powertrain, Saginaw Metal Casting Operations, as a Shainin Journeyman Statistical Engineer. During his tenure, Brubaker has implemented the Quality Index Program for the GM casting plants and also Targets for Excellence, QS-9000, and TS 16949 quality standards at the Saginaw Operations. Brubaker is an ASQ Certified Quality Engineer. He held six offices in the ASQ Automotive Division since 1992, including chair (2002-03). He has received Judson C. Jarvis Award citations for significant contributions to the ASQ Automotive Division conferences on three occasions. Alexis Goncalves is the global director of Quality Intelligence for Citigroup, Global Consumer Bank. He has been working in the field of quality management for almost 20 years and has experienced the evolution of quality over time. Goncalves has worked for different industries from construction to software development to financial services and consulting. He is the recipient of the Santos Dumont Medal, awarded by the Brazilian Air Force, for his contributions to the development of the quality program at the Instituto de Logistica da Aeronautica.

Thimmiah Gurunatha

Thimmiah (Thim) Gurunatha practiced Six Sigma, Lean Six Sigma, and Design for Lean Six Sigma for more than 35 years in supply chain from research to end user (product and process design, manufacturing, and testing processes) before becoming a Lean Six Sigma and Design for Lean Six Sigma instructor and coach at Xerox. Gurunatha is also a Master Black Belt and a principal engineer.
Throughout his career, he has received several individual and team excellence awards, including Excellence in Oral Presentation Award from the Society of Automotive Engineers and an ASQ Reliability Division award for leadership (Gurunatha is a past chair of the ASQ Reliability Division). Gurunatha has presented many of his papers at ASQ’s Annual Quality Congress and other conferences.

Michael P. Kress

Michael Kress is an associate technical fellow within Boeing Commercial Airplanes Global Partners Procurement QA, with more than 30 years’ experience in military and commercial aviation hardware and software. He has led several Boeing and industry advisory groups that have written or contributed toward software standards, most notably RTCA/DO-178B and AS9006. Kress has written guidebooks for the U.S. Air Force on trainer and simulator software and is the principal author of D1-9001, a Boeing modified version of the SEI CMM. A former regional councilor and past chair of the ASQ Software Division, Kress is also a member of the U.S. Technical Advisory Group to ISO/IEC TC176 SC7, co-editor of ISO standards on COTS software and Data Quality, and RABQSA registered QMS and aerospace industry experience auditor. Dr. Jing Ling is a senior technical specialist in Truck Reliability Engineering at DaimlerChrysler Corporation. Prior to DaimlerChrysler, Dr. Ling was an associate professor at Beijing Institute of Technology, a visiting professor at the University of Arizona, and a research scientist at the University of Michigan. Dr. Ling received his doctorate in mechanical engineering from Beijing University of Aeronautics and Astronautics, an MBA from Michigan State University, and is a licensed professional engineer in Michigan. He has published more than 30 technical papers on reliability engineering in peer-reviewed journals. He is a member of the Editorial Boards for International Journal of Vehicle Design and Quality Engineering. Dr. Ling has served ASQ as a member of Certification Examination Boards for the Certified Reliability Engineer and Certified Quality Manager since 1999.
Dennis K. J. Lin
“For outstanding leadership and innovation in the field of quality and statistics as an educator, practitioner, and integrator of such methodology with other disciplines, from business and industry to government, specifically in the areas of data mining, experiment design, quality engineering, statistical process control, and reliability.”
Dennis Lin is the University Distinguished Professor of Statistics and Supply Chain Management in the Smeal College of Business, Penn State University , University Park, Pennsylvania, where he has worked since 1995. In his years at Penn State, Lin has published more than 100 journal articles and has served on editorial boards of the top journals in his field. Lin also has research interests that include testing dispersion effects using fractional-factorial designs, creation of new uniform designs, efficient designs for response surface optimization, and data-mining methods for large datasets.
Lin is an elected fellow of the American Statistical Association, an elected member of the International Statistical Institute, a lifetime member of the International Chinese Statistical Association, and a fellow of the Royal Statistical Society. He received the Penn State Faculty Scholar Medal for outstanding research work in 2004. Lin is also an honorary chair professor for several universities, including National Chengchi University in Taiwan, Remin University of China, and XiAn Statistical Institute.
Lin received his doctorate in statistics from the University of Wisconsin and a bachelor of science degree from National Tsing Hua University in Taiwan.
Geri Markley
“For outstanding service and dedication as a Baldrige Award examiner and for providing workshops in the Baldrige system; for leadership of the Michigan Quality Council; for leadership in continuous improvement in school systems, and distinguished service to both the ASQ Ann Arbor Section and the Education Division.”
Geri Markley is a consultant in organizational performance excellence. She serves as executive director of the Michigan Quality Council, a non-profit organization dedicated to helping organizations improve performance, and is chair of the Quality Management department at Cleary University, Howell, Mich. Markley also assists clients in improving performance through systematic methods such as the Baldrige Criteria, process improvement, Lean/Six Sigma, and project management. She has taught a number of programs in quality, project management, and organizational development for clients and in universities.
Markley is active in ASQ and is a Certified Six Sigma Black Belt, Certified Quality Manager, and Certified Quality Auditor. She is certified as a Project Management Professional by the Project Management Institute. Markley is qualified in Myers-Briggs Type Indicator, Emotional Intelligence, Group Development, and a variety of training programs. She is an alumni examiner with the Malcolm Baldrige National Quality Program and serves as judge with the Veterans Administration Robert Carey Award for Excellence and the Ohio Partnership for Excellence.
Markley earned her bachelor of business administration degree from Eastern Michigan University and her MBA from the University of Michigan. She is currently pursuing a doctorate in organization and management, specializing in leadership.
William J. McCabe
“For broad and significant contributions to improving the quality and performance of business, education, and healthcare organizations. For recognized application of business process management concepts and for freely sharing his innovative approaches and implementation guidance, particularly with small organizations.”
Bill McCabe is a process management and organization performance improvement consultant. He retired from IBM in 1997 after 31 years of service, retiring as worldwide manager of quality for IBM’s System/390 division.
McCabe has been a senior examiner with Empire State Advantage since its inception in 1991. In addition he is the lead trainer for examiners and a judge for the New York State Governor’s Award for Excellence.
McCabe holds a master’s degree in electrical engineering from Syracuse University, is a licensed professional engineer in New York and California, and is an ASQ Certified Quality Manager. McCabe has authored numerous technical conference papers and professional journal articles on management systems and the management of quality.
John C. Schottmiller
“For significant contributions to the quality assurance profession spanning more than 20 years through quality management positions, consulting, teaching, and developing quality methods courses for local colleges, industry clients, and international societies; and for extensive publications/presentations on the principles of quality costs.”
As president of RM Consulting Inc. in Mendon, N.Y., Dr. Schottmiller teaches classes, leads seminars, and consults on quality tools and methods with emphasis on the quantitative aspects of quality. These include economics of quality, statistical process control, Six Sigma, benchmarking and continuous improvement. Clients have included Fortune 500 companies in office equipment, chemicals, healthcare, publishing, transportation, and financial services. He has also worked with companies in Poland and Russia that are undergoing privatization. Most recently he has presented seminars on quality costs and SPC in Russia and Trinidad. Dr. Schottmiller spent most of a 30-year career in industry with Xerox Corporation where his last position was Manager of Business Effectiveness and Quality for the 2,000-member Supplies Division.
Although Schottmiller retired in 1989, he has kept very active in a wide variety of activities. He has been an instructor for Finger Lakes Community College, Rochester Institute of Technology, and the ASQ. He has been active in ASQ for 20 years and is a former chair of the Quality Management Division’s Quality Cost Committee. He was a major contributor to the 1999 Quality Press book Principles of Quality Costs, third edition, and was instrumental in developing the current ASQ seminar on quality costs. He holds two degrees in chemistry: a bachelor’s degree from the University of Rochester and a doctorate from Syracuse University.
Wayne E. Schwartz
Upon graduation from the University of Wisconsin-Madison, Wayne Schwartz joined the Allis-Chalmers Corporation where he had assignments as product engineer, quality engineering manager, quality assurance manager, manufacturing manager, and corporate staff quality systems consultant. During this time he also served in the U.S. Army Corps of Engineers as a first lieutenant. Schwartz also worked as the quality control manager and general superintendent of manufacturing at Gehl Co. and as quality assurance manager at Broan-NuTone LLC. He is now president of WES Quality Consulting, LLC.
Schwartz has been an ASQ Milwaukee Section officer and chaired its Education and Training Institute for several years. In addition he has been an instructor in the Certificate in Quality Program in the Continuing Education Div. at Marquette University and has been a member of the board of examiners for the Wisconsin Forward Award. Schwartz is a registered professional engineer in Wisconsin and California and an ASQ Certified Quality Engineer and Quality Auditor.
Lawrence M. Seiford
“For outstanding leadership in the field of benchmarking with significant contributions to the development and use of the methodology of Data Envelopment Analysis for performance improvement and best practices identification. For numerous contributions as a university educator in advancing the quality engineering profession through teaching, research, mentoring, and curriculum improvements.”
Lawrence M. Seiford is professor and chair of Industrial and Operations Engineering at the University of Michigan. Prior to his current position Seiford was program director of the Operations Research and Production Systems programs at the National Science Foundation (1997-2000) and was a member of the faculty at the University of Massachusetts, the University of Texas at Austin, the University of Kansas, and York University.
He has written and co-authored four books and more than 100 articles in the areas of quality, productivity, operations management, process improvement, decision analysis, and decision support systems. He has been a consultant to government and major corporations.
He also is the North American coordinator for the Productivity Analysis Research Network; a senior member of the Institute of Industrial Engineers; serves on the Advisory Board of the Quality, Statistics and Reliability Subdivision of INFORMS; and is a member of Production and Operations Management Society, Institute for Operations Research and the Management Sciences, and the American Society for Engineering Education.
Dr. Seiford has received the General Electric Outstanding Teaching Award, the CBA Foundation Award for Research Excellence, and has been a Lily Endowment Teaching Fellow. He was awarded the degree Docteur Honoris Causa from the National Ministry of Education of France in a special recognition ceremony at the Universite de la Mediterranee, Aix-Marseille II, in November 2000.
Donald Siebels
“For his years of dedication in the field of quality promoting quality principles and applications. For training and encouraging less experienced personnel to seek opportunities to expand their knowledge of the quality sciences, as well as the overall advancement of quality applications.”
Donald Siebels is the quality manager for J.V. Manufacturing, Inc., Springdale, Ark. Prior to joining J.V. Manufacturing, he was quality systems manager at P.A.M. Transportation Services, Inc.; served 11 years with Emerson Electric; and 13 years with Square D in quality management roles.
Siebels has been a member of ASQ since 1983. He has served in the local ASQ section in various positions, the last two as section chair. He is also active with the Arkansas Institute for Performance Excellence, where he serves as a senior examiner and, for the past three years, as judge. Siebels is the author of The Quality Improvement Glossary, published by ASQ Quality Press, and holds a bachelor’s degree from Mount Mercy College, Cedar Rapids, Iowa.
R. Timothy Stein
“For significant leadership and contribution to ASQ, the Biomedical Division and the ASQ Northern California Discussion group; for outstanding contributions to the application and understanding of the quality body of knowledge through consulting, public speaking and training, and innovative work in developing methods in computer system risk management and validation.”
Over the past 20 years, Tim Stein has made contributions to the application and understanding of the Quality Body Of Knowledge through consulting, public speaking, and training, along with innovative work in developing methods in computer system risk management and validation.
Stein founded Business Performance Associates (BPA) in 1994. The consulting firm, located in Cupertino, Calif., focuses on quality systems and software validation. Over the past 12 years, Stein has assisted more than 80 companies from 18 industry segments, with the majority of clients coming from the medical device, pharmaceutical, biologics, and diagnostic industries.
Stein has assisted companies in establishing their own capability to validate systems, including the development of methods and procedures, training, and coaching companies through initial validations. In addition, he has helped many companies develop FDA, ISO 9000, and/or ISO 13485 compliant quality systems.
Stein has woven his experience in computer system validation, software quality, system implementation, and quality systems into a book, Computer System Risk Management and Validation Life Cycle, (Paton Press, 2005). He has developed over 25 training seminars and workshops that have been offered in a wide variety of public and internal settings. Stein holds a bachelor’s degree in chemistry and a doctorate in organizational psychology.
Frank A. Toda
“For the development and ongoing implementation of a knowledge management model for change, the ongoing pursuit of continual improvement in his professional and personal life and the championing and unique application of quality methodologies in government and educational organizations.”
Dr. Frank Toda is the president, chief operating officer, and chief executive officer responsible for the administration of a regional community college district serving 6,000 students from all areas of the Columbia Gorge. Under Toda’s leadership, Columbia Gorge Community College has built significant community partnerships with local area health providers, the Corps of Engineers, Bonneville Power Administration, Microsoft Corporation, and INTEL Corporation.
Over many years Toda has used the Malcolm Baldrige Award Criteria as the quality template for performance improvement in government. Vice President Gore personally recognized him in 1995 for his contributions in these activities.
Toda has been a member of the Malcolm Baldrige Board of Examiners for seven years. He was also a nationally recognized Examiner for the President’s Quality Award, and a judge for the United Way of America Service Quality Program. He is an ASQ Certified Quality Manager, the ASQ representative to the American Association of Community Colleges (AACC), a senior member of the National Contract Management Association, and has been a Certified Professional Contracts Manager since 1981. Most recently, Dr. Toda has become the AACC representative to the National Task Force on First Responder Training.
Toda holds a bachelor’s degree in industrial management and an MBA in behavioral sciences from the University of Portland. In addition, he has earned a master’s degree in systems engineering and a doctorate in education from the University of Southern California.
Floyd J. Washburn
“For outstanding contributions to the professional quality movement in the State of Arkansas at the state and local level, and for devoted local leadership in ASQ and continuing activity in related fields of Engineering, Training and Quality Management.”
Floyd Washburn is director of Quality Assurance & Human Resources for Yarnell’s Ice Cream Company. Washburn has been a member of ASQ for more than 25 years and an officer in the Central Arkansas Section for the last 12 years. He has served as chair and several other positions, including Program and Awards Committee chair.
Washburn has earned certifications as a quality engineer and quality manager and is a certified ISO 9000 auditor and medical first responder. He has a two-year degree in electronics from R.E.T.S., Rock Island, Ill. He is trained in lean manufacturing, demand flow technology, plus design for manufacturing and failure mode and effects analysis.
Washburn is a past member of the Board of Examiners for the Arkansas Quality Award and North American Steering Committee for Vision & Values. Washburn currently serves on the Central Arkansas Workforce Investment Board and is a member of the Conway Adult Education Advisory Board.
Peter-Theodor Wilrich
“For his outstanding work in the quality principles and application to industries; for preparing his students to take challenging roles in organizations since 1962; for assisting and mentoring US TAG members to ISO/TC 69 since 1980; for his leadership roles in the German Statistical Society.”
Dr. Peter-Theodor Wilrich received bachelor’s degrees in electrical and industrial engineering and a doctorate in queuing theory. Between 1972-2002, Wilrich taught statistics at both the Institute of Statistics of the Technical University of Aachen, Germany, and the Institute of Statistics and Econometrics of the Free University, Berlin. Upon retiring from the university in 2002, Wilrich has remained active as a consultant, having assisted many companies in the pharmaceutical and other industries. His main fields of interest include statistical quality control, industrial applications of statistical methods, and experimental design.
Dr. Wilrich has been active in many organizations and on many committees, including the DIN Committee on Quality Assurance and Applied Statistics (chairman, 1980-'92), German Statistical Society (chairman, committee for industrial statistics, 1983-'90), and the German Statistical Society (president, 1996-2000).
